I'm not sure Davo has the slightest clue the shit he is in at the moment.
The consequence of failure to reform the congress is the FFA board gets sacked by FIFA, not the federations. The federations have all the power here. They need to ratify the new congress. FFA can not force changes upon them without it. The federations can sit back and just say no to everything in safe knowledge that FIFA will just fuck the FFA off and remove the obstacle.

Tomorrow is the 23June.After that FiFA meet to decide on the extension of time request on July4.If the dissenting parties do some FIFA lobbying who knows what will happen. At the moment all FFA have to do is add two more vote to the dissaffected and they lose control.But the NPL clubs still wont be represented and they have the ear of FIFA.Which should have suits that are sympathetic to their expat brothers. So an extension is not guaranteed unless FFA can show they have a proposal which is reasonable.(which they don't) I am sure Agentina didn't think FIFA would step in and they are much higher profile than an Oceana backwater.

Out of left field I wonder aloud should the waring parties grab a knowledge neutral to broker [for want of a better word] a pathway forward.
Someone like Bruce Gordon, very wealthy, aside from the Wolves has no loyalties to either side, a Football Tragic, has been around long enough to know all the history and is considered by those that know him as a straight talker.
If he or someone of equal stature could in a way sit as a moderator and just get it fixed.
Especially now the media deal aside from digital is complete.

Writing's on the wall It all depends how far Gallop is willing to take this. He doesn't have to do anything FIFA wants but then that leaves us to the REAL risk of us getting kicked out of FIFA.

Writing's on the wall And the federations may have started to see Gallop/Lowy as a bigger problem than the make up of the congress so their strategy could be focused on getting rid of those to at all costs.

I recon you're right. FIFA are looking for "unanimous" approval of what the ffa propose as well which puts a lot of power into the various stakeholders. Gallop is going to be negotiating with his pants down lol.
