They are able to fine clubs now because they control the ip. Clubs don’t need permission if season isn’t on

Sure, but they don't need their Lowy era gangster protection racket style charge of a quarter million for it going forward. Hopefully it'll be one of many things cut out in the regime now independence is being negotiated, but you can't just snap your fingers when making so many changes at once.
