Im not sure how many up and down, but assuming no other clubs join the structure, I think it’s 9 and 9 going forward, with P/R from 2020 (although heard something in the winds for next year possibly..)
These 18 clubs will need to field at least Firsts and 20s, as there is a seperate structure with only 13 clubs involved for the youth levels. I’ll have to find the document that has the youth teams in it.

AGE GRADES Clubs invited to compete in the 2019 NPLY will be required to field teams in all age grades (U18, U16, U14 and U13). Failure to field teams in all age grades may impact the club’s participation in the 2019 NPLY and application to participate in any future season. The club in italics has been included post the original declaration of leagues of 27 September 2018.
So, just clarifying on what I think is happening, if the previous thinking was to get to 8 and 8, I think they will keep it at 9 and 9, unless they admit two more teams in, and get it to 10 and 10
