Capital Football have outlined the expansion of the NPL structure for 2019 with the introduction of an NPL2 league.
2019 NATIONAL PREMIER LEAGUES STRUCTURE

2019 will see the 9 current NPL clubs compete in NPL1, with a 7 team NPL2 being introduced.
The bottom NPL1 club will be relegated into NPL2 at the end of 2019, making two leagues of 8 teams for 2020.
With normal 1 up 1 down p/r to follow after 2020 based on Senior results only (Under 20's which remains linked to NPL Seniors, will not influence P/R).

The NPL Youth leagues will be decoupled from NPL seniors and a new Youth League structure to be announced for U13, U14, U16 & U18.

Correct, its not directly neighbouring.

I have heard that too, for last season, but nothing ever eventuated. Except Goulburn forming an association team and being rejected for the NPL, and being put in the Capital League instead. Probably were told that the NPL2 was coming the season after and they would automatically be admitted that way.

Can only hope that all of the Associations agree and push for the switch. Football Riverina are pretty useless though.
