If it was brought in this season the only player I could have seen moving would have been Ruon Tongyik

although seems like a good move which under 23 player currently would benefit from this?

Here is a list of U23 A-League players that were active last season: https://www.transfermarkt.co.uk/detailsuche/spielerdetail/suche/8901353

Theres a few decent options in there that didnt see much playing time and would have benefited with a loan spell somewhere else, even if just a short spell or as an alternative to the injury replacement rule.
Daniel Margush, Jonathon Aspro, Ruon Tongyik, Chris Zuvela, Dylan Pierias, Ramy Najjarine, Denis Genreau, Pierce Waring, Marc Tokich, Lachlan Brook, John Roberts, and Kosta Grozos are the main names that come to mind. If they cannot get into the first team at their current club they should have the avenue to play first team football elsewhere.
