Football Federation Australia (FFA) today acknowledged the decision of the FIFA Member Associations Committee to accept the recommendations of the Congress Review Working Group (CRWG).

Despite deep concerns about the CRWG’s certain key recommendations, the FFA Board will work with the Members of FFA to call an extraordinary general meeting for September.

“The fact remains that under the proposed CRWG model, the independence of the Board will be compromised.

Acting as a bloc, as they have done throughout the consultation process, the professional game and only two of the States could control the Congress and therefore the election of directors to the FFA board,” FFA Chairman, Mr Steven Lowy AM said.

“The governance model advocated by the CRWG leads to the trading of political favours between a few individuals, who would then control the many. The FFA Board remains concerned that our game will not be best served if the commercial game overly influences who sits on the FFA board.

“The national interest of our game is at stake here – the funding of our national teams and our grassroots development programs – and this should be the most important consideration. We cannot allow our game to be controlled by private and largely foreign interests as their interests do not align with those of our national teams and development programs. 

“Last week I called on all parties to come together to properly analyse the real issues at stake here. It is vital that all parties agree on a way forward, for the good of the whole of our game and as it stands today, we do not have sufficient consensus.

“FFA has championed efforts to expand the Congress and expand the A-League under a new operating model.  The CRWG’s recommendations on these issues are not the only way forward – there are of course other options that will address stakeholder concern and satisfy FIFA’s requirements, including Article 15 of the FIFA Statutes. What is required now is a conciliatory approach to reach the right outcomes to continue to push this great game forward,” he said.

so... we have FFA (read Lowy) saying that Congress will be controlled by the A-League or professional game (as he puts it).
We have the CRWG saying it would not be ...

Surely someone can come out and lay it out simply and explain to all of us who is correct ....it is pure maths...can someone who knows please tell me who is lying here  ?

HAL will have 28% (+3% Womens Vote)
PFA will have 7% (+3% Womens vote)
2 States (55/9 = 12.2%) if prorata'd, [more if Big States organise higher % and are in the bloc]

Total = 53.2% plus maybe another 1 or 2 % from Women's Feds

No stakeholder, federation or clubs, has the numbers to form a voting bloc. It's an outright lie from Lowy. The proposed congress has what he fears in the life of a born autocrat - every decision by the congress will nee to be mediated between both. No more rubber stamp 9v1 voting to be had. Watch this bloke throw his toys out of the cot over it, it's pathetic.

In Lowy's mind the inability to rule like an autocrat in a job he was parachuted into is "not being independent".

a) very unlikely
b) is actually the way Democracy works

well it is actually a lie because he is saying the professional game could dominate the voting for the board...how are the two required state Federations "the professional game"  ? they are about as grass roots as it gets ....

He's using the example of the HAL (1 vote) and 2 State Feds (2 votes) that held up the constitution change and then extrapolated it out to also then include the PFA , and the 6-8 aligned womens votes.

Ok ..point taken ...but as others have said ....that's what democracy is ...those two states could also side with another group to oppose what the "professional game" wants ....that is also democracy ....Lowy is a Bellend of the highest order......he must be a nightmare to work for.
Lowys idea of an independent board is a gathering of 5 or 6 of his business buddies who will vote as he decides .

Not surprisingly democracy in the CRWG has thrashed out a workable structure and the autocratic voting block looking from outside oppose it.
Foreigners apparently can't be trusted and he can.

Traditionally football at the national level has been controlled by the elite clubs through their lackeys in the State Feds with NSW and Vic effectively driving everything.  Why is it unlikely that the scenario that Lowy describes will occur?  If it does we will have 12 of 29 members controlling congress.  Is 12 of 29 members controlling democracy or is it a gerrymander that has been set up that is simply replacing a different gerrymander?
