They probably thought the fans group was some sort of Nigerian scam when the head of it didn't live in Australia.

Can I start a fans group and demand a vote 6 months later ?

Closed HAL is failing with 10 teams
Closed HAL failed with 11
FFA forced to try a 12 team Closed HAL thatll just create 2 more mid table also-rans
and still this weird 16-team panacea gets trotted out.

I'm thinking of starting a forum member group and demanding a seat and a vote.

I was think the same thing. All these new groups need to exist for longer than 6 months before they can be taken seriously. The congress review sets out a path to becoming members of congress that requires commitment over a number of years. I have no problems with those recommendations.
