New Fifa ruling gives more flexibility on switching international allegiance Kunle Fayiga
Changes have officially been made by the international governing body on the criteria of players switching national teams Fifa has adjusted rules governing football players switching international associations after approving amendments to the Regulations Governing the Application of the Statutes at the organisation's 70th Congress on Friday.
Earlier this year, Fifa brought up proposals to amend some of its existing statues in light of the coronavirus pandemic, and switching nationalities was among the key topics raised.
Prior to the adjusted rules, a player could only switch nationalities so long they had only played in friendlies and not a single minute of any competitive fixture, which includes qualifiers and international tournaments.
Those rules have now been relaxed, allowing a player to change nationality as long as they have only featured in three international fixtures of which qualifiers are among them, but not tournaments like the World Cup, must have been less than 21 years of age at the time of playing, and can only switch after three years of no international activity.
The new rules are now applicable if the player: was fielded in a match in official competition at “A” international level in any kind of football for his current association; at the time of being fielded for his first match in an official competition (at any level) in any kind of football for his current association, he held the nationality of the association which he wishes to represent; at the time of being fielded for his last match in an official competition in any kind of football for his current association, he had not turned 21 years old; was fielded in no more than three matches at “A” international level in any kind of football for his current association, whether in an official competition or non-official competition; at least three years have passed since being fielded for his last match at “A” international level in any kind of football for his current association, whether in an official competition or non-official competition; and has never participated in any kind of football at “A” international level in the final tournament of the FIFA World Cup or a final tournament of a confederation competition.
Sevilla forward Munir El Haddadi was one of the prominent figures who were frustrated by the previous rule.
He was born in Spain to a Moroccan father and had represented La Roja once in a Euro 2016 qualifier against Northern Macedonia (previously FYR Macedonia) on September 8, 2014.
The following year, the former Barcelona player contacted Fifa about his wish to change allegiance to Morocco, however, he was denied that privilege.
Still not satisfied, El Haddadi challenged Fifa’s ruling at the Court of Arbitration for Sports in April 2018, but it was also quashed at the apex court.
El Haddadi will now be eligible under these new requirements as he was 19 at the time when he represented Spain and has not played in any other game for the 2010 World Champions since then. https://www.goal.com/en/news/new-fifa-ruling-gives-more-flexibility-on-switching/3rftk5bz4qh71pq9uvtmdjc5m

So basically you can still switch if you've played three or less competitive A internationals aged under 21 (not including World Cup and continental cup finals) after a three year wait, seems reasonable.

Dykes is 24, btw, so isn't covered.
Trying to think of other Aussies coming under this, going either way.

Does that line rule out Fornaroli?

Yes with the addition of "at any level" I think youth games rule him out as he wasn't an Australian citizen yet when he played youth games for Uruguay, ditto Traroe with Ivory Coast (who also later played more than three senior matches, including two in the 2017 African Cup of Nations).

Oh well, it doesn't look like Australia is going to benefit from this rule change. FIFA and some of the emerging populous and or cashed up nations will benefit the most when it increases those countries talent pool enough for them to be able to make world cup finals etcetera.

On reflection, I think it's a good rule as it'll prevent countries from promising the world to young players and deliberately locking them in with three minutes in a dead rubber qualifer, but then never calling them up again. Perhaps if Australia ever produces another gifted youngster who goes to Europe and is swayed by an early cap by the land of his grandparents we'll be glad this rule came into being. I think it'll serve smaller countries better, rather than the big ones that might have had first dibs. Use em or lose em.

Just realised that Harry Souttar still falls under this, having played two WCQs, the latter being one week before his 21st birthday. Of course, any further caps now that he's 21 will lock him in, and Scotland aren't able to touch him until October 2022.
On the flip side, his brother John qualifies as well. He's only played three games for Scotland back in 2018 (one friendly and two Nations League games), the last one of which was 16 days after he turned 20. He's been on the bench for Scotland four times since, but hasn't been called up in the last four international windows. The three year waiting period would end in October 2021, surely there'll be plenty of postponed WCQs to cap him in at that point, if he's keen.
