It's a third country. Besides there is actually diplomatic tension between the 2 countries ( UAE and Qatar). 

Atleast we get a third country, N. Macedonia had to play Italy in Italy, and then Portugal in Portugal.

1 from 6 games has been won by the away team in the UEFA qualifiers so far, pretty disgusting really.

Just like to add we're 2 and 0 playing in Qatar, so maybe as a nuteral spot it ain't to bad.

At least the second game (if we make it that far) isn’t in South America. That would’ve been a huge disadvantage.

i would say playing UAE in Qatar is is preferable to playing Peru in South America.
