Because in most football org charts, the head of the football department can discipline the coach, and in many cases can hire/fire.
Exact powers vary from place to place though, so who knows how much authority Burns will have. Although, the less power he has, the more it would suggest a jobs for the boys appointment.

If he creates and runs forwards, then there's already an immediate benefit, but who knows. Still the age bracket they're targeting, but getting more difficult to see where any of our much repeated youth policy will get a look in. The stats say he's currently in the J League, where he's had 6 matches, all as a sub, for a total of 41 minutes on the park. Plus a bit more in there other comps. (Same team as Nagai, who has clocked up 5 matches, all as a sub, for 21 minutes).
And on another matter, was looking at the annual Adelaide visit for our first match there. Day after Rolling Stones, so airfares and hotels pretty slim pickings.

Here is one for you hotrod - from Rumour Mill sub forum earlier today: theinsider wrote:Lucas Neill is one of the three overseas-based Australian players Kenny Lowe is in contract discussion with. Nicholls would be a good signing for the Glory ... although how much truth is to these rumours is anyone's guess. I'll wait to something official before speculating on this and that.
Also listened to an interview Burns gave yesterday, he actually came across quite articulate and clear. Seemed like he had a clear vision for the club and that he may be quite professional in the position. I still have my doubts about his non-football expertise, but I will wait for his actions before passing judgement.

Bigger questions lay with why the Football Department shake up? Burns, McGarry and the other guys coming in are at the expense of a few long time staff members, Gareth Naven, Scott Miller and others.
I suppose, from the outside, it seems kind of self-evident really? Glory have been under-performing at varying levels and a clear-out may be needed... but, less I missed it, has there been clear reasoning, rationale? And what do these new recruits bring in, that the departed ones didn't?
It seems that the appointment of Burns and McGarry too, in their seemingly 'newly created roles' are fulfilling the very fate a number of here (And in the local media) predicted back since January or so! But we had the 'Hatt Review' not too long ago about restructuring the department and now Glory see change in the football department, AGAIN, and for WHAT? What reason? And WHAT do these boys bring? Dave Mitchell was promoted to a newly created role (TD) to only be dropped via the Review's findings, not too long after!
Is it really an upgrade of how things are done? Or as some foretold, just 'jobs for the boys'?
It may all be well and good - Burns and McGarry 'may' be good recruits, bring a fresh change to how things are done? But no transparency and just more off-field turmoil in the very unfolding drama. IF this move fails too, should we queue for ANOTHER clear-out?!

Don't think Perth really need Neill ... have enough young players and Dino also now to support Thwaite in the centre. Their defence wasn't the problem last year either (Gallas didn't really add anything on the field).

Pretty much, Sage's whim-fest carries on? Whatever makes the Emperor feels he has clothes?
Hopefully they prove us wrong - but the signs are worrying.
And with how Edwards, Naven, Miller and co have been treated - I wonder what message that sends to their fellow football professionals, local and nationally? I know others have said this, but finally Glory's moves have just sought to confirm that this is indeed some sort of club as a 'play thing' - instability is the mantra and it's most definitely the club of Sage? This may or may not be true - but Sage seems a vestige of the Palmer days, which weren't that long ago and we see how Sage was supportive of Palmer and his ownership approach too? Palmer was never serious about fundamental change/re-structure and improvement at his club - it was just a whimsical play-thing. Sage may not be Palmer, but the same trend of no serious long-term change/re-structure/improvement, just persisting instability, lack of transparency, is coming up? :-k
I may still re-new membership, despite this - some hope may lay, but troubling signs.
The concerns linger over that long coach selection process, with the third party, to only confirm the incumbent 'caretaker' Lowe too - That was tempting laughing stock-esque too. Just to see how A-League rivals progress, yet Glory seem to whirl in this perpetual cycle?

Rumers that we're interested in Shane Lowry, Mitch Nichols, Richard Garcia and Lucas Neill. I'd be happy with Lowry or Nichols, Garcia and Neill can f#@& off, though.

Nothing wrong with Nichols, but Glory will trot him out as the signing of the year, where as at any other club he'd just be a good pickup. The difference in outlook between Glory and the rest of the league is what really gets me.
