OK circumstance may prevent you to be able to afford a club fee but it can still be done without paying for it.

If his parents see his commitment without belonging to an athletics club they may think, "shit. My son is pretty serious about athletics, I might pay for him to join a club".

OR if circumstances permit he could get a part time job and ask the atheletics club if he can pay the club fee off within the season.

I probably over-reacted today, which i do regret because I did make things worse and probably made some people feel worse, which i don't feel good about.
