Do deaf people have internal monologue? If so, how?

How would you describe the concept of colour to a blind person?

Everything we hear has already happened because we have to wait for it to reach us at the speed of sound, everything we see has already happened because we have to wait for it to reach us at the speed of light, everything we touch is in the past because we have to wait for the electrical signals to travel through our nervous system and our brain to interpret these signals before we can register how it feels (or in some cases our spine can register pain etc), even our actions are in the past because we have to wait for our brain to send the signal to our limbs, organs etc to move, breathe, blink. Taking this into account are only our thoughts truly in the present? Given our thoughts are conceptual, what is the present metaphysically? Is there even a difference between the present and the past?

Very dense. Because of the sheer size of the 'big bang' and the ammount of matter moved, it took a substantial ammount of time for it to substantiate. So after >1s, there was still not much going on.
