Ok, so a second division is possible on the east coast if
A) It does not benifit solely east coast teams.
B) these teams are not allowed to field a "reserve side"
C)There is no promotion or relegation.

So pretty much this B-league is just a combination of the VPL and the NSWPL.
so pretty much it's pointless and will just increase travel times.
