If Chelsea want Costa they're going to have to make some big sales to come in under FFP considering that they were warned last summer.

It doesn't work like that. The fine is more than the Chairman is allowed to contribute to the club each year. And they have to cut their losses over the next 3 seasons.

TBF to Luiz, he's an aggressive defender that didn't suit the way AVB or Mourinho like to play and already has a very good understanding with Silva for the NT and they perform very well together.
Not worth more than 30mil though, to get 48 million euro's reeks of something dodgy between PSG and Chelsea, or it's a big fuck you to Uefa from PSG because they just don't give a fuck.

They've never liked the fact they had to pay 30 million for an academy product that played a key role in them losing Thiago. That said they're slightly different players, Rakitic moves the ball quicker from what I've seen. The new coach could be planning on playing at a higher tempo.
