Pretty much this. Don't think that someone was like "You know what, I should study this logo to see if it bares any resemblance to a swastika", it's pretty clear why people would see it that way.

The only way I could see a swastika in that is with confirmation bias.

It is the fact that the shape is similar to a swastika and the term New order. If they had used any other head line (other than Joy Division) it would have been sweet, but the two together draws the imagination.

plus the colour combo, white red and black is the exact colour combo of the nazi swastika flag
