Capital Football have outlined the expansion of the NPL structure for 2019 with the introduction of an NPL2 league.
2019 NATIONAL PREMIER LEAGUES STRUCTURE

2019 will see the 9 current NPL clubs compete in NPL1, with a 7 team NPL2 being introduced.
The bottom NPL1 club will be relegated into NPL2 at the end of 2019, making two leagues of 8 teams for 2020.
With normal 1 up 1 down p/r to follow after 2020 based on Senior results only (Under 20's which remains linked to NPL Seniors, will not influence P/R).

The NPL Youth leagues will be decoupled from NPL seniors and a new Youth League structure to be announced for U13, U14, U16 & U18.

So just clarifying this for everyone:

NPL2 in Canberra is basically a joining up of the existing Capital League, to the NPL pyramid. The Capital League clubs for 2018 will all remain (with the exception of the 2 NPL reserve grade clubs in Olympic and Monaro), and be joined by Wagga City Wanderers who have left the NSW State League this week.

NPL1 Canberra
Belconnen United
Canberra FC
Canberra Olympic
Gungahlin United
Riverina Rhinos (Griffith NSW)
Tigers FC (Cooma NSW)
Tuggeranong United
Woden-Weston FC
Monaro Panthers (Queanbeyan NSW)

NPL2
ANU FC
Brindabella Blues
O’Connor Knights
White Eagles FC
Weston-Molongolo FC
Narrabundah
Queanbeyan City (Queanbeyan NSW)
Southern Tablelands United (Goulburn NSW)
Wagga City Wanderers (Wagga Wagga NSW)

Do you know what the pro/rel structure will be? Is the aim to keep it as 2 leagues with 9 teams or get them to even numbers some how.

Im not sure how many up and down, but assuming no other clubs join the structure, I think it’s 9 and 9 going forward, with P/R from 2020 (although heard something in the winds for next year possibly..)

These 18 clubs will need to field at least Firsts and 20s, as there is a seperate structure with only 13 clubs involved for the youth levels. I’ll have to find the document that has the youth teams in it.

EDIT
2019 NATIONAL PREMIER LEAGUES YOUTH ADMITTED TEAMS
The following teams have been invited to compete in the 2019 National Premier Leagues Youth (NPLY).

Belconnen United Football Club
Riverina Rhinos
Brindabella Blues Football Club
Tigers Football Club
Canberra Football Club
Tuggeranong United Football Club
Canberra Olympic Football Club
Wagga City Wanderers
Gungahlin United Football Club
Woden Valley Soccer Club
Monaro Panthers Football Club
Woden Weston Football Club
Radford College

AGE GRADES
Clubs invited to compete in the 2019 NPLY will be required to field teams in all age grades (U18, U16, U14 and U13).
Failure to field teams in all age grades may impact the club’s participation in the 2019 NPLY and application to participate in any future season.
The club in italics has been included post the original declaration of leagues of 27 September 2018.

So, just clarifying on what I think is happening, if the previous thinking was to get to 8 and 8, I think they will keep it at 9 and 9, unless they admit two more teams in, and get it to 10 and 10

I’ve heard at least one association looking at succeeding from FNSW and joint Capital Football. Whether they can do it themselves, or needing the whole Branch to go along with them is an entirely different matter (as well as being accepted of course)
I just moved your quote out of the FFA Cup discussion.

Hopefully it would be whole Branches, it makes more sense, especially if the one association you mention is one of the ones not geographically neighbouring to the ACT.
Also heard someone mention that the Nowra based Southern Branch FC, which currently run NPL Women's and Youth in FNSW might be looking to bring in a NPL2 team to Capital next season.

Correct, its not directly neighbouring.

I have heard that too, for last season, but nothing ever eventuated. Except Goulburn forming an association team and being rejected for the NPL, and being put in the Capital League instead. Probably were told that the NPL2 was coming the season after and they would automatically be admitted that way.

Can only hope that all of the Associations agree and push for the switch. Football Riverina are pretty useless though.
