who can i contact to have an official SPARQ test done on a football player?

It is the fitness testing that Nike do in their Nike Chance search. There are different tests I believe for different sports as it may have originally been developed in the US. The following link provides access to instructions that can be downloaded and you can input your test results. Under the endurance heading you can also download the MP3 File for the Yo Yo Test.
Whilst it may give an indication as to athletic ability, it can't tell whether anyone can play football or not.
