Alligment of Youth Leagues with Senior Leagues

Seen on TWG Mr Craig Foster bring up again the issue (of in particular NSW) that clubs with Senior teams in the State Premier League are required to have youth teams from U13's upwards and thus have a monopoly over the premier youth leagues. They can then use the fees charge to these kids and their families to help pay for their senior team.
Is anyone effected by this?
How should the clubs that get to have these state league teams be picked?
How can we ensure that these kids and their families are getting "value for money"?
Should the state leagues in either senior or youth levels or both be restructured?
How important should winning be at this level?
