Junior National Teams not playing enough international matches?

I've recently read Japan and the USA playing constant international tournaments/friendlies for their national youth teams to give them constant exposure for their young talent.

Han Berger mentioned this how many countries are playing at 15 to 20 international matches a year and its something we are lacking if we want to improve against the world's best.

Recently the Young Socceroos are going to play friendly matches in NZ even if they didn't qualify, but the Joeys under 17s haven't played a international opponent since last year in the USA and how they expect to do well?

The question is why aren't the FFA prepared to send our youth teams overseas to play more international opponents, if we want to improve and get better surely cost issues is a poor excuse?

This has to improve...
