Jets coach Scott Miller, who returns from Europe this weekend, tried to lure Hoole back to Newcastle in January as part of a trade for David Carney.
The Olyroos winger turned down the approach, due to the prospect of playing for the Sky Blues in the Asian Champions League.
However, the 22-year-old is now keen to rejoin the Jets and kick-start his career.
Hoole has a year to run on his contract at Sydney FC, but the Newcastle Herald understands that the Sky Blues will not stand in the way of the former Olyroo returning home.
Sources close to the talks told the Herald that Hoole is “hungry to play for Miller” and has been impressed “with the new direction of the club”.
Hoole is expected to add to a front line headed by Morten Nordstrand, Labinot Haliti, Devante Clut and Wayne Brown. The Jets have two more visa players to sign, which are likely to be in the front third.
Hoole made 15 A-League appearances for the Sky Blues, but only six in the starting side .
His signature would cap a big week for the rejuvenated Jets.
Chinese billionaire Martin Lee completed his purchase of the club on Tuesday and former Fulham midfielder Brown arrived in Newcastle on Wednesday.
Hoole, a Broadmeadow Magic product, can play on either wing or in a central role.
He signed a two-year deal with Sydney in January 2015 at the height of the Jets’ dramas under former owner Nathan Tinkler and coach Phil Stubbins.
Tinkler had made Hoole a priority saying he was "a great young prospect and we want to retain our best juniors, starting with him."
The Jets and Sydney FC tabled similar offers, but the off-field stability of the Sky Blues, the opportunity to play under Graham Arnold and compete in the ACL resulted in the attacker heading to the big smoke.
Hoole went on to be named Jets player of the year and was a central figure in the Olyroos squad, which failed to qualify for the Rio Olympics.
The Jets assemble for pre-season training on June 27.
