In over 150 years of professional football in England the football association has never organised national competitions. instead, “club volunteers” did all the work. 



That's in England. In the other 200 plus nations with at least a semi professional league(s) structure the football association runs the leagues(s) sets the rules, hires the refs and linesman etc etc... England pfffft we can't even match Thailand.
