I know which of the two above bids I'd rather go to, needless to say. Assuming the unwritten rule of alternating between East and West continues I'd like to see Uzbekistan bid, perhaps a joint Central Asian bid with some of their neighbours. Qatar might well be keen to go for it given that they'll be hosting the WC five years afterwards, so the world can know what a disaster that will be in advance.

Of course, Milliy Stadium would be the centrepiece of the Uzbek bid, but there's actually a fair few other pretty recently built, decent looking venues on this list: http://www.worldstadiums.com/asia/countries/uzbekistan.shtml

Certainly no worse than what the UAE dished up.
