I've heard this reason on a number of occasions, but I can't see the logic in it to be honest.
It's far from universal in the sports that do use technology, with only the elite levels of competition using it.
Tennis - Club, district, state and satellite tournaments don't use it. ATP tour, majors and international cups do.
Cricket - Club, state, national domestic comps don't. Test matches, limited over internationals, Indian Premier league, T20 big bash ect. do.
R. League - only international and national comps do. The rest don't. RU is the same.
Even in Australian football (which i imagine is similar in most countries) we play without the benefits of the elite leagues. The lower down the ladder, the more likely it is to have a severe shortage of qualified officials, with the ref's whistle and linesman's flag very often given to whomever is willing to put their hand up. How often do we see a ref and only one linesman, if we're lucky, volunteering from players parents? Some regions have unlimited interchange, others have limited replacements.
But across the board all these sports play the same game as their bigger brothers, by the same basic rules. Technology doesn't change that.
