Not sure what that arrangement is at present. FFV recently brought the Geelong fed under its control. There's been what seems like a large increase in metro and thirds teams in recent times in the FFV system, with a few of them moving across from the amateur fed VicSoccer. I've got a feeling that as lower level football becomes more about social participation, and as a few of the old wog clubs slowly lose their influence and cash flow, we may see in Victoria the establishment of similar associations to what the Sydney metro area has. That's probably some time away though.

It's provisional league, not provincial. For a few years now, everything below state league 1 is split into north/west, south/east. There's also the Bayside Football Association, which more resmebles I think some of the Sydney metro associations, and also an amateur federations which runs separate to the FFV entirely. FFV has been trying these past few years to force a zone system on people, but have thus far only managed to force winter's junior clubs/teams into it.

Shouldn't matter how many registered players you have. If the league is set up as a pyramid then the best teams will always rise to the top, and the best players will tend to move toward the best teams.

No need for different zones/districts, just s straight system up to the VPL.

Ben, in NSW, we have the 4 state league divisions, then outside of that, each district area has their own heirarchy of football divisions. But they're all amateur teams. This level of football in NSW is known as Association, while those in the state league divisions are known as federation.

How do you define "normal association club"? Is this an existing club that is already playing in a lower level competition, or a new club that isn't in the system at all?
