Shariah has many schools of jurisprudence, there is no "true and correct" form of Shariah. That's why Saudi Arabia is a lot stricter than most nations, for example. And yeah, apostasy isn't looked on very well.

The lashes applied to the man he was a Muslim. Qatar is governed by Shariah Law, although not in its true and correct form, but because it is governed by laws of Shariah, the Muslim man faces the lashing as a punishment for drinking.

Non muslim are allowed to drink if they please and not be punished.

This law as its very outdated and has been altered. But countries such as Qatar do not follow Shariah law in its entirely and correctly so laws such as this continue.
