In NSW along with the FFA they have decided to create an extra year in SAP, instead of ending from under 11 it will end at under 12s, before they go into youth competitions.

So from 2016 its goes from 9 to 12, does it mean a extra year of 9v9s too? Not so sure

Anyway its good decision in my opinion.

Is this the same with the other states too guys?

I think they have done this as many have complained that SAP and 9v9s ends a year too early as the pitch length is still too big, many nations all over the world start 11v11 from 13 upwards anyway.

So its seems common sense have prevailed to join the ranks with the rest of the world.
