Interesting article in the smh today - proper analysis suggests that Gillard has been the most socially progressive PM since Whitlam.
In short, excellent at policy that has kept the nation moving forward with a clean bill of health; very poor at politics and selling the achievements and convictions of the government.

Swan talks up future surplus Date May 11, 2013 Wayne Swan has vowed to return the federal budget to surplus within four years, with his government poised to announce further deep cuts to spending. In an interview before delivering his sixth and ''most complex'' budget, the Treasurer said the high dollar and faltering world economy had taken an axe to revenue, which will be $17 billion lower this financial year compared with forecasts in last year's budget . However, he foreshadowed that Tuesday's budget would provide ''a clear pathway back to surplus commensurate with supporting jobs and growth''. Asked how he felt about making painful budget cuts that might hurt Labor politically months before an election, Mr Swan said: ''It's not about them or us, it's about the country.'' Further cuts to spending are expected to be revealed on Tuesday, with the removal of tax concessions for business and a crackdown on tax avoidance by multinationals likely. ''It's certainly not a typical election budget when you've got the sort of enormous complexity that we're coping with here, but we're going to get the settings right for the long term,'' Mr Swan said. Fairfax Media understands the budget will predict a softening jobs market despite a slight fall in unemployment in April. Defending his December decision to scrap a promised surplus this year, Mr Swan said it was clear Australia faced ''unprecedented'' and unforseen circumstances, which had required a recalibration of policy. But his commitment to drive the budget back into the black by 2016/17, while delayed by some years, reveals the symbolic political significance still being attached to a surplus by Labor. In a torrid week leading up to this pre-election budget, Labor was forced to confirm that legislated tax cuts for 2015 would be shelved, a promised boost to Family Tax Benefit (A) due from July 1 would not go ahead, and that its revenue forecasts look increasingly grim. Pre-election sweeteners normally associated with budgets look like being thin on the ground this year, with one of the few positives being a new measure that dole recipients will be allowed to earn more from casual and part-time work before losing benefits. Mr Swan will explain that the shortfall in revenue is the result of a sustained high Australian dollar shrinking companies' profit margins. Start by cutting the lemon F35's. There's 5.5 billion saved in useless can't fly fighter jets. Get rid of negative gearing. At the very least, get rid of it for existing property.
It is ironic that for all the liberal party sooking about the 'free market' providing solutions to pretty much everything (example: NBN), none of them seem to want to get rid of this massively market distorting policy.
Of course, since it benefits rich people, they won't do it.
