You make it sound like I expect year 4 students to be model citizens. Kids don't truly understand empathy until their brains finish developing in their late teens and early 20's. When they're no longer in school and are out in the real world where adults can no longer protect them from their own stupidity. That seems to be the crux of my issue with kids these days. People in power want to do far too much to protect their stupidity rather than teach them harsh lessons.
