I don't think the opportunity isn't there for other fans to have their wankfest, I just think "Safro" has been the only one to show enough initiative to do it so far. Biscuit - if you wanna write a Perth one, write it. Send it via PM to KA, and see what he thinks. And if the inevitable answer is it's unsuitable for KA to publish or whatever, worst comes to worst you can start your own thread in AF and gather discussion from there about it. And if your blog threads get enough traction, I'm confident they won't get ignored by the higher-ups.
