I think you have much less time with the team at national level - this means that you can't drill tactical set-ups to the same degree as you can at club level.
To get around this many national coaches will often put club team mates together - eg 3 or 4 man defences made up of Juve players for Italy, midfield/attack predominantly Barca for Spain.
So at national level you can't be quite as innovative.
for a young coach, you want to manage your team in as many games as possible to develop. Club football offers many more games than national level.
