Your players at Hearts and Hibs are part of the problem. If those two teams got better or any decent results, then Scotland wouldn’t have slipped down. 

Elo would suggest that the spfl have 2 clubs which are upper championship/lower epl and the rest lower championship/middle of league 1

However uefa rankings are going to reward leagues whose top clubs are good.

I haven't researched but Livingston fc for instance signed a couple players from my non league club.
