Six from the NSW Metro 2 squad which finished top in Pool B (the weaker group? or Division 2), 5 from NSW Metro 1 Squad (which lost to Victoria but won the Competition because of TPP bonus points),3 from NNSW that finished fourth, 3 from QLD that finished third, 3 from WA that finished 5th, and 2 from Victoria that finished undefeated.

Must be the Dutch system.
