They both have more technically proficient players, and probaly beter individual players, but I think overall we have a better team. Just my opinion though.

Yes this is the 'lowest' position they've finished. But logically speaking, finishing 11th when there's only 16 places to finish, is worse than finishing 13th when there's 32 places to finish. He is saying, it is an interesting conclusion to make that this is Englands worst ever finals ranking, because they got 11th back in 1958 and only 16 teams participated then.
