Just realised that the World Cup doesn't have penalties as a second last resort before drawing of lots, if it's just between two tied teams and both are playing each other at the time. I don't think it's actually happened yet, but it's the rule in the Euros and Asian Cup, at least.

If Argentina beat Nigeria 1-0 and Iran beat Bosnia 1-0 lots will have to be drawn I think.
