Not sure about abolishing the states, but greater accountability to the members is of extreme importance. Last year we had the fascicle situation where half the clubs in the state formed an alliance against the FFV, the FFV reps were locked out of FFV headquarters for one of their own meetings, and there was no facility for a vote of no confidence or removal of the existing board...
The comedy has continued with the board of the FFV being beaten in court (again), then trying to launch their version of the NPL without support of the members (eventually being shut down by the FFA), before a humiliating climb-down saw them instigate the league that the clubs wanted - ultimately culminating in the same board members having to plaster on false smiles and present the first NPL Victoria title one of the leading dissenting voices...
If you tried to write a comedy sketch about incompetent sports management, you couldn't do a better job than those currently running the game in Victoria.
