Reported elsewhere but thought the discussion would be threadworthy:

FFV wrote:
Four More Clubs Granted NPL Licences

Football Federation (FFV) wishes to advise that Moreland City, Eastern Lions and the Melbourne Victory and Melbourne City National Youth League clubs have been accepted into the Playstation 4 National Premier Leagues (NPL) Victoria competition.

The four clubs will compete in the PS4 NPL 1 (second division) in 2015, and will be joined by fellow newcomers Murray United and Nunawading City.

As State League 1 North-West and South-East champions respectively, Moreland City and Eastern Lions took the opportunity to apply for entry into the NPL 1.

Following a thorough review process including club interviews, FFV decided to grant Moreland City and Eastern Lions two-year NPL participation licences to bring them in line with existing NPL clubs.

Melbourne Victory NYL and Melbourne City NYL have also been granted two-year licences.

FFV will announce the league structure for the NPL 1 2015 by Friday November 14, with draft fixtures for both the NPL and NPL 1 2015 competitions to be supplied to clubs by the end of November.

While i agree, they are also in serious debt and paying the licence fee up front would be irresponsible.

Plus Shepperton, Ballarat and Albury away.

You also have fun inner city ones that are easy to get to like Box Hill, Richmond, Bulleen, St Albans and two ex NSL clubs in Sunshine George Cross and Moreland Zebras (Brunswick Juve).

It's going to be a fun year. Can't wait till we get our own facilities so we can host games as well.

With the sheer number of clubs, it seems quite certain that the NPLV1 will adopt an at least partially conferenced model, like the lower divs. Which ones will City and Victory be in, I wonder?

Whilst the other states NPL has been successful Victoria continues to send clubs broke. The addition of 6 teams this brings 30 clubs into an NPL model. I also am aware there is a movement to create a parallel body. There are clubs that are lacking with facilities and it's putting the players safety at risk. Games are being played at open fields and they just place pickets around the ground. What a joke. There should only be one NPL league with 14 teams.

How and in what ways is the NPL in Victoria sending clubs broke?

What kind of parrallel body do you mean?
There are clubs that are lacking with facilities and it's putting the players safety at risk.
Which Clubs are you speaking about, because I don't know of any?

The original FFV model was to include only 10-14 clubs based geographically, the clubs fought to change this and won with the support of the FFA.

This is a joke. Existing clubs were threatened with expulsion if they didn't accept Victory and City being in NPL.

NPL has strict rules for every other club about junior teams being filled, with clubs even being docked points because of it, yet Victory and City can just compete without any of these conditions.

I'd like to have seen City and Victory Youth teams play at the top NPL level.

I've recently seen South Melbourne play Tassie champs , South Hobart.

South Melbourne weren't that good. In Tassie we expected them to be a lot better. Matt Theodore looked good, but few others did.

If the HAL youth teams had about 3-4 senior players to organise them in the starting eleven , I wonder if they would be competitive in the top NPL division in Victoria?

Possibly with 3-4 quality players they would survive, I have seen enough Victory Youth practice matches this year to say they are best served being in NPL1, they can develop at a better level where they can actually dominate games with possesion.
Being in NPL they will be forced to play a much more counter attacking and defensive football.

At the time when applications were asked for Preston was approx $150K-$200K in debt. They were not in a position to apply.

This year they have paid off all debt and if they have a good season in 2015 they will have money in the bank and maybe get their junior program upto scratch.

We'd prefer it this way. The battle for promotion will be great and we'll be able to earn our way into the top tier.

Fair point.

However, with experienced HAL players , like CB Roddy Vargas, a midfielder, Leigh Broxham, a target forward, Danny Allsopp, and maybe an experienced keeper (for one half of a game), these guys could organise a youth team by coaching on the pitch .

To me the greater good of the game, is accepting City and Victory youth teams.

NPL is a feeder to HAL.

Apart from Bentleigh last night, and possibly Sydney United, I've seen no NPL teams across the country anywhere near good enough to play HAL.

Does this mean the City and Victory NYL teams are eligible for the FFA cup?

So potentially the could play their senior teams in a fixture?

This was a common sense approach.

Putting MC/MV NYL teams into NPL1 gives them a chance to build up to the top tier if they are good enough to do so.

The interesting thing will be what grounds they both use to play home matches. Currently both seem to use a variety of grounds for NYL season matches from what I have seen.

Both MC and MV will be expected in coming years to begin having junior sides in different age group tiers, so this is a good foundation to build from.

It's a possibility that they will only be playing away games (except when they meet each other). This was the custom of the NTC/VTC side while they were in the VPL.
