For Sydney I folded some gaffer tape onto itself so I had a credit card sized rectangle in my pocket, and I was easily able to tape it to the top of the fence. If you bring tape and string you'll manage to find a way to secure it to any kind of fence, surely. Only has to last 90 minutes, after all.

Didn't do any damage to mine, mind you I went for the "softly softly" method of removal. I definitely didn't bring the whole roll as I was catching a flight to the game, you'd probably be fine.
