This and also in other sports its probably called minor premier because finishing top after completion of the home and away rounds doesn't lead to qualification to a higher competition.

In football first past the post are rightfully rewarded with a NPL national playoff birth or an automatic Asian Champions League spot. This is Major not Minor.
