In a sense, you also have this with A-League vs NPL, as the A-League has a salary cap and the NPL doesn't. The difference is that the gap between these two is so big and the salary cap so high (compared to NPL budgets) that it makes no difference.

The difference is that the gap between these two is so big and the salary cap so high (compared to NPL budgets) that it makes no difference. The more restrictive and relevant cap to discuss is on foreign players and switching players and stops NPL clubs from fielding the best team they can afford. Aleague clubs can field 5 foreigners, and virtually change an entire squad year to year, NPL clubs are limited to 2 foreigners and a capped points system that minimises the number of players they can bring in from elsewhere. Cuptied is also contentious, although I believe the concession has been scrapped with each club now having a youth that competes in the NPL. NPL clubs were ineligible to field a player from another club that played in a cup game, regardless of how far down the preliminary track it was, while A-League clubs were allowed to poach from NPL, regardless of cuptied or not.
