They used to never pay their foreign players and for a few years I think banned foreign players from playing in the Malaysian Super and Premier Leagues. From what I've heard, little has changed. Wouldn't be surprised if the owners of the clubs go over the managers heads and sign players they think will improve the squads, that cost less money. Players like Chianese and Henrique would be on more money than your standard local player, and in countries like Malaysia that's bound to start causing disharmony among the locals. That little quote from Gary Phillps smacks of the board going over his head with decisions and him following along in order to keep his job.
