One area where the Sydney derby is better is having a roughly 50:50 mix of fans. It's important for some victory fans to believe that City doesn't have any supporters but the problem for Heart/City has been the churn of fans over the years (for obvious reasons), it hasn't had much difficulty attracting supporters in the first place. The support is there, it's always been a question of persuading people to come to games and then playing attractive CONSISTENT football to get them to return. Allocating equal seating space is an important step in this process, it'll grow the game and improve the spectacle and that can only help both teams as well as the League as a whole. I think that victory does a disservice to the game as a whole by only offering the normal 'away bay' at Etihad to City supporters, imagine of City did the same and only offered the regular AAMI Park away bay to NT at City hosted derbies, it would reduce the spectacle and the match day experience?

Last time that the FFA tried to do exactly what you proposed in a final it led to a situation where there wasn't sufficient space for all of Victory's active support on level 1, so they went up to level 3 as active support and bottles/chairs rained down on City fans on level 2 beneath them (yes, I know that people shouldn't do that dumb shit, but when you're organising security at a venue you should be focusing on reducing the opportunity for things like this to happen). Public safety trumps 'spectacle'. When there's a good reason for changing arrangements (i.e. City have enough active supporters that the current away bay isn't sufficient to hold them) they can look into changing them, but not before.
