I don’t think so. I think the APFCA will allow expansion of division 1 and some AAFC member clubs will jump at the chance. 
The war will be AAFC against those ‘rebel’ clubs and APFCA.
Initially, I think the main issue will be APFCA and AAFC against PFA.
Aah stuff it I’m over all the acronyms!

It would be so easy ,if a 2nd Div started, to simply allow an eight year period,over which time,four new teams got promoted to the HAL,IF they won and met minimum metrics.Such as cash and small stadium.
You could promote a team every second year .
You could make it so the bottom HAL team played the top 2Div team for promotion/relegation.
You could make it that a team was only relegated if they finished bottom two in consecutive years.
You could promote a team if only they finished top two in consecutive years.
There are many ways to drag out the process,but keep the carrot of promotion and the big stick of relegation.
