Depends on the marking criteria. At uni level you'd probably never get 100% (though depends on course, assessment weighting etc), but in high school the emphasis is different on essays.

Well in high-school, it's "make sure it's all your own work, copy from nobody, prove it", while at uni it's "make sure it's all someone else's work, but tell us where you got it from". But even in highschool, VCE/HSC, you're not meant to be able to get 100% for an essay, just like you can't get a 100 ENTER/whatever they're calling it now.
