All VPL and State 1 sides who want to join, will be in the new league.

UPDATE No: 23 – Saturday 7 December 2013
To All Clubs & Co-Signatories – Release to FFA, FFV & Media

A. Letter from David Gallop to Co-Signatory Legal Counsel Nick Galatas.
Friday 6th Dec

Attached in PDF

B. Response to FFA & FFV from Co-Signatory Legal Counsel, Nick Galatas

Dear all,
I have just had the opportunity to read David's letter and the draft proposed press release.
I would like to thank FFV for agreeing to the FFA model and also to thank FFA for its assistance in achieving this resolution.
I am comfortable with the proposed press release.
Regards,
Nick Galatas

C. FFA Statement: CEO David Gallop, 6th Dec 2013

Football Federation Australia (FFA) has today confirmed that the National Premier Leagues (NPL) will be rolled out in Victoria next year as scheduled.
This follows agreement between FFV and its clubs on an NPL model to be applied and agreement to discontinue current proceedings in the Supreme Court of Victoria.
FFA CEO David Gallop has commended Football Federation Victoria (FFV) and its member clubs for the far-reaching agreement that sets new standards for elite club football in Victoria.
“The NPL is an integral part of our national elite player pathway and a hugely important reform of the semi-professional tier of Australian football,” said Gallop.
“FFV and its clubs have worked through many issues and agreed on an NPL model that’s now a benchmark nationally in many areas.
“Australia wants to be among the elite nations in Asia and beyond, and that means developing the next generation of stars. I’m delighted to say that Victoria will be at the forefront of that challenge.”
FFV Chairman Nick Monteleone said the NPL roll-out would have a positive impact on players, coaches and club development in Victoria.
“From the outset FFV embraced the need for change and welcomed the NPL reform process,” said Monteleone.
“Today we have the opportunity to implement policies that will help our elite players in both metropolitan Melbourne and regional Victoria, and at the same time help build stronger clubs.
“The time taken to reach this point has been worthwhile in finding an agreement for all stakeholders.”
Speaking on behalf of the clubs, South Melbourne chairman Nick Galatas welcomed the confirmation of the 2014 NPL roll out.
“The clubs have always wanted Victoria to be part of the NPL in 2014 and now we’ll apply for licences, work as quickly as we can to meet the criteria and get on with implementation,” said Galatas.
“The clubs are looking forward to being part of the NPL which promises to deliver outcomes that are in the best interests of football in Victoria.”
The model to be introduced in Victoria next year is consistent with the outcomes of the National Competitions Review and includes far-reaching reforms for Victorian football, including;
• NPL clubs to concentrate on elite player development under qualified technical directors and coaches
• New regional clubs to apply to join the NPL allowing young players outside the Melbourne metropolitan area to have access to elite football
• A Player Points System (PPS), which acts as an incentive to clubs to develop their own players
• A cap on registration fees for elite juniors
The formal licence assessment process will begin shortly and will be open to former applicants as well as FFV clubs that did not participate in the previous process. Applications will be assessed by an independent panel including FFA representation against the model agreed by FFV and the clubs.

Next Steps in NPLV process

1. Consent orders will be filed with the court next week ending the court case.
2. Our Legal Counsel will be in touch with FFA regarding the preparation of the licence agreement and the conduct of the assessment process.
3. We will then start discussions about the logistics of the NPL next year, including commencement date, even though this may depend on the number of teams which qualify.

New Co-Signatory Club

We would like to welcome the following club in joining the Co-Signatory group

- Ballarat Red Devils.

65 clubs have now joined the co-signatory group.

These 65 Co-signatory clubs combined constitute over 100,000 football club members / supporters / youth teams / juniors / sub juniors / parents / coaches / administrators.

Co-Signatory Clubs to remain as a united voice in Victoria

The Co-Signatory clubs will remain a united and determined voice to work for the good of the game in Victoria. It is unprecedented in Australia that 65 clubs have come together in such a fashion and we intend to meet regularly to support and protect the core principles of our code.

It’s been a historic stand and we’d like to commend all of the now 65 clubs/associations for taking the difficult but principled decision to stand together and achieve a successful NPL model that works for community, regional, women’s, state and VPL clubs in Victoria.

“NPL...Bring it on”

Victorian Football clubs are now eagerly anticipating taking part in the pinnacle of the nation-wide competition and claiming the ultimate prize.

Our state will come together in 2014 to support the first Victorian NPL Champion in its quest to be Australian champions. We wish all teams well.

We thank the FFA and FFV in working with the Co-Signatory clubs to see a successful completion to the recent challenges.

Now it’s time to get back to the playing field.
”NPL…..Bring it on”

Yours in football

Tom Kalas, Club Director, South Melbourne Football Club

Your contribution is noted and welcomed. However, this thread is about the FFV's incompetence to run a state league rather than any attempt by a club to enter the A-league... So feel free to do one. ;)

Still called VPL, huh? No changes then, I see.

I imagine that'll mean no Victorian reps in the NPL playoffs again.

Well said. I think it important that state level clubs aren't abused by federations and forced to let players go against their will, that said at least the NPL will provide some sort of financial compensation as opposed to when players would simply wait out their contracts and move to A-League clubs for free.

The FFA Cup will also provide further assistance to clubs as it will provide a platform for clubs to showcase their talent and yield fairer player valuations, and a more level trading environment.

Clubs can make a LOT more from selling a player overseas than they can from putting him into the A-league. Even under the improved NPL terms they still stand to make a lot less than they would if one of their youth players were to sign in Europe.

I read somewhere that there are big incentives on offer for NPL clubs whose players move up to the A-League.

Besides, an NPL player (who I presume would be serious about a career in football) would be pushing themselves to move either up the pyramid to the A-League, or the NYL or to Europe.

Clubs are going to lose players regardless. In fact, it's a credit to the club if their players move on to better things! The club's credentials look great when it says how many Socceroos have played there.

Red devils have rightly positioned themselves to play NPL in 2014

Regardless under which model - they just want to be in it

However, their positioning represents a loss of asset for the FFV as the RED DEVILS are no longer the exclusive "ace up their sleeve" for their version of the NPL

A big loss - as I am sure the other regional teams will adopt the same stance to guarantee participation in 2014
