He's referring to Tamir Rice. A 12 year old black kid from Cleveland who was playing with a toy gun whom the police shot and killed within seconds after showing up to the scene. The very same police officer didn't even go to court.

Drunken Fish is right, these losers will probably give up eventually on their own. Storming the building or shooting at them will just increase the likelihood of police getting killed since these "constitutionalists" are just itching to use their guns at an "oppressive" government.

Apparently it's about federal encroachment on the ranchers land for wildlife enclosures. They've been trying to get this guy for years.
