wellington have maybe botched the contract clauses but this seems pretty unique situation all things considered

True, but not in Australia because we are unique.
The core issue is that we don't have a domestic transfer system. So back in 2016 to get around this CFG signed Caceres from CCM to Manchester City (paid the appropriate transfer fee) and then immediately loaned him out to Melbourne City. Everyone then kicked up a stink and the interpretation of the rules changed to plug that loophole. Which is now called the Caceres rule.
Easy solution to this. Implement a proper domestic transfer system.

Paulsen seems a damn good keeper. Surprised he hasn’t been offered loan contract in slightly better league in Europe than AL?!

What is the rule exactly? 
From my understanding it doesn't ban a player being loaned from parent club to loan club within the same stable. 

The APL or A-league issue is how it is counted within the salary cap?  

That's how Melb City circumvented the previous loophole. Pay transfer fee. Man city pays wages. Caceras on minimum wage on Melb City salary cap report. 
That is the loophole that has been closed. 

I think the issue is what amount is counted in the salary cap. 

But APL will make this happen. 
Owner paid $25M. That will include these fringe benefits. 

DTS. - PFA don't want it within the A-league 

If only a domestic transfer system was introduced, overall it’s just a poor look for all stakeholders involved.
