Why do we need these committees? Seems like an entirely unnecessary layer of bureaucracy and a ridiculous waste of money.

Whole constitution was replaced by a new one.

So all reforms passed, at last. New Congress will convene next month and elect a bunch of new directors. A-L working group will produce new model by March, to come in next season. Steven Lowy expected to stand down as FFA chair next month.

The most obvious thing that they can do is scrap the cap - likely to happen?

(1) create a broader, and more balanced, representation of stakeholderson FFA congress by expanding the number of Members of FFA;
(2) establish a Women’s Football Council;
(3) establish a number of standing committees, with additional reform ofindependent committees and constitutional committees;
(4) implement of a four year cycle governance review;
(5) ensure FFA reports in accordance with the International FinancialReporting Standards;
(6) ensure the full participation of women at all levels of footballgovernance;
(7) adopt an “FFA New Member Pathway”; and(8) align the constitution of the Company with FIFA Statutes

that doesn't appear to include the recommended CRWG model

I'd be interested to know whether the first resolution included all the changes to the text of the constitution or just acceptance of the CRWG report.

A new congress model has been voted in

Lowy can nominate for the board if he wants, nominations close 25 Oct

The Chairmanship is up for renewal at the New AGM in November, having run the 5 year term he was elected for

Effectively there has been a vote of no confidence on Lowy and the Board. Lowy has indicated he is gone. Four other board members have indicated they are going.

However, they may change their minds?

I suspect the announcement of the successful bids may now be delayed.

Too much potential legal exposure for the current board to make any decisions now.

         The king is dead, long live the king. The civil war over the governance of Australian football that at times threatened to derail the sport has, seemingly, concluded; reforms to democratise Football Federation Australia’s (FFA) governance structures and create a working group tasked with finding a new A, W and Y-League model passed at an extraordinary general meeting of the FFA in Sydney today.Despite the vehement opposition of FFA Chairman Frank Lowy and the existing board of directors, seven of the nine Member Federations and sole A-League representative united in their approval a resolution reforming the A-League constitution, while the vote towards a new A-League model working group was unanimous.Ray Gatt of The Australian indicated on Twitter that the Australian Capital Territory (ACT) and Northern New South Wales (NNSW) federations voted against the reforms.The vote will see the FFA’s congress – which had been the smallest and least democratic in world football – expanded to give a greater voice in the game to the A-League clubs (APFCA), the player’s union (PFA) and female football.

Under the new system, member federations will receive 55 votes, the APFCA 28, the PFA seven and a newly established Women’s Football Council 10.The reforms also include within them guidelines for the staged introduction of further stakeholder groups into the congress.It is understood that the Australian Association of Football Clubs (AAFC) – the body representing a vast swathe of NPL clubs – will have its membership of the congress fast-tracked, with others such as futsal, coach and fan groups going through a longer, multi-stage process.Any new expansion sides will automatically be granted votes within in the congress, but only a proportion of those already afforded to the APFCA.The newly established working group towards a new operating model for the professional game – christened the New Leagues Working Group (NLWG) – will be made up of the presidents of the nine member federations, five A-League club chairs, two members of the PFA executive, two members of the Women’s Football Council, two FFA directors, members of the FFA management as required and an independent, non-voting chair.Tasked with handing down its recommendations by 31 March 2019, the NLWG will formulate and propose an alternate A-League governance model for the A-League, W-League and the Y-League, likely incorporating an independence from the FFA long advocated by the APFCA.

Based upon the work of the Congress Review Working Group (CRWG) – which was formed at the behest of FIFA to make Australia’s governance structures less authoritarian and improve gender equality levels – the recommendations ultimately passed were amended as a result of an 11th hour agreement between reformers – who represented 100% of Australia’s professional game and over 80% of its registered participants – and member federations Tasmania, NNSW, ACT and Northern Territory, who had previously threatened to form a bloc to vote down the changes.Despite the ACT and NNSW seemingly backing out of the agreement and voting against the new paradigm, that accord – which received FIFA’s blessings the night prior to the vote – effectively sounded the death knell for Lowy and the FFA board’s opposition to the reforms, which they claim will deliver too much power to the professional game at the expense of the grassroots and negatively affect the independence of the FFA board.Lowy has already made clear his intentions to depart the FFA should the recommendations pass, ending over half a century of Lowy family involvement in the game in Australia.Reports from The Australian have indicated that board members Joseph Healy, Crispin Murray and Kelly Bayer Rosmarin will also depart alongside Lowy.Former Melbourne Victory board member Chris Nikou – who represented the FFA on the initial CRWG – is expected to stay, however, with The Australian indicating the Melbourne lawyer has been floated as a potential compromise candidate to fill the soon to be vacant chair role.Former Australian Labor Party powerbroker Stephen Conroy – a diehard Melbourne City fan – has also been floated as a possibility to fill the chair role according to The Australian.Today’s reforms – assuming no last-minute politicking derails the process – should lift the spectre of FIFA intervention that has increasingly cast a shadow over Australia as negotiations progressed.A FIFA takeover of the game had loomed as a possibility if the warring factions were unable to reach a resolution, as had a suspension of the FFA.Such a suspension would have had disastrous repercussions for the game in Australia, potentially derailing the Young Socceroos’ participation in the Asian Championships in October, the Socceroos’ defence of the Asian Cup in January and the Matildas’ tilt at the World Cup in June and July next year.

Based upon the work of the Congress Review Working Group (CRWG) – which was formed at the behest of FIFA to make Australia’s governance structures less authoritarian and improve gender equality levels – the recommendations ultimately passed were amended as a result of an 11th hour agreement between reformers – who represented 100% of Australia’s professional game and over 80% of its registered participants – and member federations Tasmania, NNSW, ACT and Northern Territory, who had previously threatened to form a bloc to vote down the changes.Despite the ACT and NNSW seemingly backing out of the agreement and voting against the new paradigm, that accord – which received FIFA’s blessings the night prior to the vote – effectively sounded the death knell for Lowy and the FFA board’s opposition to the reforms, which they claim will deliver too much power to the professional game at the expense of the grassroots and negatively affect the independence of the FFA board.Lowy has already made clear his intentions to depart the FFA should the recommendations pass, ending over half a century of Lowy family involvement in the game in Australia.Reports from The Australian have indicated that board members Joseph Healy, Crispin Murray and Kelly Bayer Rosmarin will also depart alongside Lowy.Former Melbourne Victory board member Chris Nikou – who represented the FFA on the initial CRWG – is expected to stay, however, with The Australian indicating the Melbourne lawyer has been floated as a potential compromise candidate to fill the soon to be vacant chair role.Former Australian Labor Party powerbroker Stephen Conroy – a diehard Melbourne City fan – has also been floated as a possibility to fill the chair role according to The Australian.Today’s reforms – assuming no last-minute politicking derails the process – should lift the spectre of FIFA intervention that has increasingly cast a shadow over Australia as negotiations progressed.A FIFA takeover of the game had loomed as a possibility if the warring factions were unable to reach a resolution, as had a suspension of the FFA.Such a suspension would have had disastrous repercussions for the game in Australia, potentially derailing the Young Socceroos’ participation in the Asian Championships in October, the Socceroos’ defence of the Asian Cup in January and the Matildas’ tilt at the World Cup in June and July next year.

Hopefully, goodbye to any chance that Canberra may get an A-League team in the foreseeable future as well.

They just voted for Lowy, and the Bid winners are announced before he leaves
