Steven Lowy calls full time on football dynasty “Steven Lowy announces he will end 50 years of his families involvement in soccer , revealing he will end his tenure as Chairman of the FFA ....” (then the paywall gets in the way) https://www.google.com.au/amp/s/amp.theaustralian.com.au/news/nation/steven-lowy-calls-full-time-on-football-dynasty/news-story/3831c8f1ee1483ead4df43d9ffea4aa0

lol you’d expect Gallop would be spitting out his cornflakes this morning and calling in sick while he updates his CV .... “Cricket Australia here I come ....”
This though is one of the most significant moves in Australian football and the fact Lowy reveals it in the Australian and not via direct communication to the “football family” says it all.

The difference is that Gallop has a contract for the next 2 years. Lowy is an elected member so all it would have taken to remove him was enough votes when the new congress is sorted. To remove Gallop, he would need to be in breach of the contract or come to a an agreed mutual termination.

Probably very little before November. It is the whole board that needs to go. Lowy is the spokesperson/leader. He is not the ruler. The angst displayed on the forum should be directed at the board and Lowy, not just Lowy. “I’m taking myself out of the equation because for those that want a different outcome to the board and what the board believes in, I and my family are used as a distraction to the real issues."
This is the key issue., "the board." "He hit out at the mostly foreign club owners who, he claimed, would starve the grassroots of the sport of funds if mooted corporate governance changes were ratified within the next three months."
"Mr Lowy said if such a scenario unfolded, soccer’s grassroots could be starved of funds that would instead be diverted to the clubs and players, who have long argued they deserve a greater share of broadcast and sponsorship income and higher wages."
Why should a cent of the broadcast rights and anything else raised via the A-League be diverted anywhere but to the A_League.? The funds would go where they should have in the first place.

Yep pleased to see the changes at the top. Notwithstanding that, we should not forget the massive contribution the Lowey family has made to Football in this country.

+xThank you to you and your father for everything you have done for the game Agreed but it was long overdue. Not saying change for the sake of change but new blood is needed to take the game further. We've been stagnant for way too long. Good luck to Mr S Lowy and his pile of cash. Maybe you can still be involved in football by funding a new HAL franchise :)

+xDeparts the game in a cowardly fashion just like his old man in the 80s says a no name on an internet board. Really pretty pathetic comment to make. It is very easy to throw rocks from the sideline. At least he and his family stood up and contributed.

It is such a non issue, set a percentage of revenue that the top league has to give to the FFA/Lower leagues and get out of the way of letting the top league maximise that revenue.
Thankyou for all your family has done but I really think this is a good move.

Am I missing something? Doesn't "the grassroots" pay a massive subsidy to the FFA through registration and academy and other fees just to keep the FFA in the manner to which they are accustomed. How will the A League being separated into a new Commission/corporate entity cost us more?

Having said that he had to go. BUT grassroots needs to be protected here. The worst result would be the top 1% of participants stripping out 90% of the money in the game.

Having said that he had to go. BUT grassroots needs to be protected here. The worst result would be the top 1% of participants stripping out 90% of the money in the game. The contribution to FFA revenue by the players across the country totals about $10m and after having been frozen for half a dozen years is going up to about $13m this year but as you say its a very small part of what players pay to register for their clubs. Up until 2012 it helped subsidise FFA operations, including the A-League, but since the TV deals of 2012 and 2017 the FFA has been able to progressively redistribute it across the State Feds on a needs basis. I agree that the real grassroots needs protection, in fact one of the reasons that Crawford recommended an independent board was to do just that after decades of mismanagement by previous administrations where the emphasis was on the elite arm of the game. In my view the independence of the board must stay and I think that the CRWG proposal does not change that independence. At issue is the minimum $15m pa (some say more than double that) the FFA currently retain from A-League generated revenue that helps the FFA balance the books. Hopefully we won't see the professional part of the game bankrupt the rest of the game by its demands for ownership of the professional game and the funds it generates. To me that would be the worst outcome possible. The progress over the last 13 years in seeing the game grow in professionalism, revenue and participation has been pleasing to an old bloke like me who despaired of ever seeing the game as healthy as it is now and I hope that whoever heads up the new board and whoever is voted on to that board stand firm on the need for the game to be governed for the benefit of the whole game and that the members of the FFA insist that be the case.

How will the A League being separated into a new Commission/corporate entity cost us more? This season my registration fees put $14 towards the FFA. I don't know if I am just financially better off than others, or maybe I am so financially illiterate that i don't see it, but $14 is hardly a massive subsidy, sorry but too many people continually whine about the fees paid to the FFA, really? If $14 extra on your rego fees is too much, I think you have bigger financial issues.

I personally have no problem with giving $14.00 to FFA either but my question is with how they spend it . It seems nothing comes back to the participants. I am sure they waste a lot of money and could spend it better and more efficiently.

There are only 550k players that play registration fees to the FFA. The total is about $10m and last year $6.6m of it was returned to the States to fund agreed projects so thats $6.18 per registered player that was retained by the FFA for other uses.

Hard to believe there wasn't SOME element of ego involved with Lowy Snr not wanting his son to let the hordes overrun his empire so prbably does open the door to reform a little.

+x+x+x+x+x+x+x+x+xBe careful of what you wish for! You mean a second division, promotion and relegation Won't happen for years and years. Stop kidding yourself. And it would have never happened under Lowys control, stop kidding yourself. Yep Now we have a chance of a Board that'll actually apply FIFA's P&R statute Weren't you banging on that Lowy's parting gift should be mandating P&R because the "clubs" would never implement it if they had control?? I said it could have been a big "Fuck You" to Griffin as he rode off into the sunset after he got his inheritance. Looks like Frank has outlived FIFA and let Stevie off the hook, (or they've finished shredding) As for the franchises, they still don't actually have full control, and an Independent league doesn't mean they will either. And even those who are purely $$$ minded will realise eventually that the 80% of Football that don't give a shit about the closed HAL is a missed 'opportunity' Independent Closed HAL won't have anyone to blame anymore, their model won't fix it either. Holy shit. A post that isn't a snide remark, a meme, a gif, a pithy aside and contains more than 1 sentence.. Mark this day down in your diary. I've been sitting here for 40 minutes trying to work out how I dimension hopped sitting at my desk One of our coffees was clearly spiked and now I know I'm not the only one who saw his answer I'm guessing it was Gaz's P.S I'm surprised Tick-Tock hasn't made an appearance yet, maybe there has been a disturbance

Some sources suggest that the reason Lowy is so desperate to remain in charge until the end of November relates back to the tainted bid for the 2022 World Cup. ASIC regulations require corporations, including those limited by guarantee, to maintain all financial records for seven years after financial statements are lodged. The seven years is up for 2010-11, the final year of grant monies from the federal government, in November 2018. Surely that’s just a coincidence. Isn’t it?

I'd assume that the FFA board were united against the CRWG and not just Lowy himself.
If that's the case, what about the below list? Kelly Bayer Rosmarin - Banker @ CBA Joseph Healy - Banker Simon Hepworth - CFO @ Caltex Daniel Moulis - Commercial Lawyer (former footballer) Crispin Murray - Funds Manager Chris Nikou - Lawyer
What influence do these people have in the direction football is taking in Australia. It's daft to be popping the champagne cork just because one guy has fallen on his sword.

Dancing in the streets is how I feel.... at the same time thanks to the Lowy family for all the input .
What is soooooooooooo sad about this is if Steven had tried to lead a reformist independent league to in time after expansion to a second division and then to P & R, he would have gone down in history as one of the all time greats...
Sadly for both Football and himself he choose a different path which was consolidation and nil communication ...
In summary its great he is finally gone, but with thanks for Hal 1 to Hal 8, and thanks for the main stream acceptance.
Hopefully we get a decent leader, and a decent system.

This fraud achieved nothing after getting gifted the job by daddy. Frank shat on any goodwill he gained following the formation of the A-League and move to Asia by setting the game back years to focus on a stupid world cup bid as well as bringing in the disgusting NCIP. Good riddance to these twats, the apologists can follow them out too.

Coming up for 14 years and still only 10 teams, stale and boring, says it all really. Continuing down the same path would get us no where, it had to happen for better or worse like you said.

Yeah agree, more so the last 2 seasons have asked for some bold moves, but nothing has happened. Not even an explanation , even if it was grass roots they put a lot of funds into. My thoughts is something fishy is going on with money splurging at the NT level. He certainly looked happy when he mentioned this

The Australian Article
Steven Lowy will end more than 50 years of his family’s involvement with soccer, revealing he will end his tenure as chairman of Football Federation Australia. Mr Lowy, who took over at the FFA from billionaire father and Westfield co-founder Frank Lowy in 2015, told The Australian yesterday he would not renominate for the position. He blamed political infighting for his decision as the internecine war engulfing soccer rages on.
He and his board — comprising business names such as BT Investment Management head of equities Crispin Murray and Caltex chief financial officer Simon Hepworth — have been at loggerheads with the wealthy owners of the 10 A-League clubs over who controls football’s purse strings and strategic direction. Mooted corporate governance changes that would give the clubs more power would be “an unmitigated disaster for the game”, Mr Lowy said. He said he would leave the role, given there was little prospect of a speedy resolution.
“I’m doing this because of the politics in football,” he said.“I’m taking myself out of the equation because for those that want a different outcome to the board and what the board believes in, I and my family are used as a distraction to the real issues. “I want to remove from the debate once and for all any suggestion that the struggle to maintain an independent FFA board has anything to do with my personal interest or ambition
Mr Lowy, now the chairman of listed tech firm OneMarket after the $33 billion takeover of Westfield by Unibail-Rodamco earlier this year, refused to rule out the prospect of a future return to the game should compromise be found. Such a move would mirror that of father Frank, who pulled his Sydney City out of the National Soccer League in 1987 when disillusioned with the political infighting that has plagued the sport for decades. “My dad was my age (55) when he walked away from football,” Mr Lowy said. “The parallel is that I’m choosing not to offer myself for re-election because of the politics of the game.”
The elder Lowy stayed out of soccer for 16 years before being enticed back by then prime minister John Howard in 2003 to run a sport that was financially on its knees. The NSL was disbanded and under the Lowy watch the A-League was established in 2005. The Socceroos have since qualified for four consecutive World Cups and the Matildas women’s team is one of the best in the world.
But having lost more than $300 million in 13 years, A-League club owners have been agitating for boardroom change and an independent league, in the belief it would unlock more revenue.
The increasingly bitter stoush that has pitted the Lowy-led FFA board against clubs, state federations and the players’ association has lasted for much of Mr Lowy’s tenure, resulting in a deadlock over the composition of the congress that elects the FFA board. The possibility of world governing body FIFA stepping in to sack the FFA board and install a “normalisation committee” to run the code has also been threatened.
A congress review working group was established to end the stalemate and recently made several recommendations including reshaping the congress from 10 members to 29 and calling for the A-League to become independent of FFA in time for the 2019-20 season. Mr Lowy and his board have opposed the voting structure that he believes would increase the power of the professional clubs, players and the clubs.
“The professional game plus two member federations can decide every future board composition of the FFA … The thrust is our opposition, and I’m speaking personally and on behalf of the FFA board, is that that compromises independence dramatically,” he said. “What’s more, they could also effectively control the development of a separated A-League, blurring the roles of members and directors.”
Mr Lowy said if such a scenario unfolded, soccer’s grassroots could be starved of funds that would instead be diverted to the clubs and players, who have long argued they deserve a greater share of broadcast and sponsorship income and higher wages.
“The key principle in this is we shouldn’t allow representation to be driven by money,” he said.
Mr Lowy conceded the infighting had “not helped” the popularity of the A-League, which suffered a slump in crowds and broadcast ratings last season.

All this BS grass roots malarkey. If the A-League was truly independent of the FFA (which is what Crawford said and I think FIFA requires) all the money generated by that WOULD eventually filter down the line. This assumes a 2nd Div and then P&R. The FFA could then get on with actually running the SPORT and not just worrying about it's cash-cow A-League 90% of the time. It's been a slow burn, but it is finally happening (kicking out the board etc) For better or worse, I think the game in Australia deserves to see where it can be taken now. It has paid its dues.

True I imagine an independent A League will simply mean money into the A League is for the A League. There will even be an inevitable kickback of about 10% to support the rest of the game. The FFA, which includes grassroots, will thrive from this kickback and its own commercial partners, sponsors, and TV deal for the Socceroos The grassroots suffers because there is one organisation that supports both. We see futsal scrapped for 12 months and Cahill given $500k from the same budget Lowy is walking away from the problems he created I'm not excited about this news because nothing is going to change until we get away from this "Australian way" mindset. It doesnt matter who is captaining the sinking ship

Fox Article
WITH a ‘heavy heart’ FFA boss Steven Lowy has decided not to seek re-election, opting instead to remove himself from an equation he feels has become increasingly personal
Lowy’s three-year term as chairman of the FFA ends in November, but there remains the very real possibility that the FFA board could be sacked by FIFA and replaced with a normalisation committee before then
The decision ends a 50-year involvement in the sport for the Lowy family.
The congress review working group (CRWG), tasked with resolving the game’s governance issues, has submitted its recommendations to FIFA and if their proposals are not adopted at an FFA special general meeting on September 7, the world’s governing body could install a normalisation committee to run the sport.
Lowy has been accused of clinging onto power during the long-running governance saga, but he says he has only ever been motivated by his love for the game.“I do this with a heavy heart,” Lowy told Fox Sports’ Daniel Garb
“It’s not my preference, but I want to show leadership. I think I’ve always shown a statesmanlike approach to the role and I’ve always done the role for the right reasons. I love the game — I played it for 40 years — I’ve lived it as a family together with my father and brothers and I lived it in my adult life next to my father and seeing what he went through.
“I don’t think there could be any greater stand from me not looking to hold onto power. I’ve never done this job to cling onto power, I’ve done it simply because I love football and I love this nation.
“I believe so much of the debate has been personal, it’s been clouded, and I really want to take myself out of the equation.”
Despite the ugly dispute that has marred much of Lowy’s tenure since he took over from his father, Sir Frank Lowy, he is proud of what the FFA has achieved and believes he leaves the game in exciting position.
But he has warned that any disproportionate allocation of resources will cause the game to suffer in the long run.
“The game’s not broken, far from it, the game is in a very exciting position,” he said.
But I did say when I took on the chairmanship that I felt the game was in a very fragile position. The foundations were built, they were built by the previous board, but they’re not strong enough. The game is either going to prosper or fumble and I feel we’re really in a position now that unless this congress review process ends up where the game is in better shape than it is today and it evolves in a proper and sustainable manner, I fear the game will struggle deeply.”

There was never going to be a scenario in which Lowy could keep his position. - New congress gets approved, majority vote for new leadership - New congress gets voted down, FIFA install normalisation, Lowy gone - New congress gets voted down, FIFA suspend Australia, Lowy couldn't possible stick around after that
He was always out the door, better for him to walk now and retain at least a small amount of dignity rather than being booted out the door in a few months.

Can't wait to see the replacement and which blocks or fringes of the football community have a problem with him (or her - or they) and then the next sh1t fight that rages for the next 5 years before we wash and repeat while the game continues to excel in going absolutely nowhere.

The big issue still is whether the CRWG proposals will be passed.Lowy will still be able to cause chaos before he retires. It would be diabolical if he burnt the house down and then said sayonara, leaving us vanquished by FIFA.
Having said that his actions suggest he is not going to be reelected anyway. So with him no longer going to be there ,the recalcitrant federations will be left unprotected if they veto the vote. So i am now optimistic we will get a new congress.

"What I've said is that I don't intend to seek re election," he told FourFourTwo.
"The future is unclear..." Lowy said he was making today's announcement to "remove myself from the debate so the stakeholders focus on the core issues at hand."
He outlined three possible scenarios for the FFA EGM that will approve or reject the proposed changes to its structure... and he said only one – where the board accepted the proposals – would be the catalyst for him quitting."The second possible outcome is that the working group proposals are endorsed by at least a 75% majority," he said, "Under those circumstances I would not be prepared to serve as Chairman beyond November."
The other two alternatives - where the current uncertain status quo continued and a third where "stakeholders step back and consider fully the long-term implications of any decision – seemed to leave open the door him to remain. https://www.insidesport.com.au/news/lowys-all-in-quit-ploy-to-put-pressure-on-ffa-reforms-500429?utm_source=twitter&utm_medium=social&utm_campaign=insidesport_autopost

Although I don't want them in the FFA leadership structure, I hope the Lowys continue in football. If they invested their money in a club and used their political influence to better the plight of clubs (because that would be in their self-interest if they owned one) then I could imagine them still doing some good.

if you read recent reports he isn't necessarily gone yet ...is quitting only if Congress report is implemented. If his little spoiler federation minions stop the vote for the Congress report being implemented he may continue ...thought it was too good to be true . "Overnight, it was claimed Lowy would be standing down from the FFA as chairman as part of the ongoing row about reforming football's administration in Australia. But at an explosive press conference in Sydney today where he blasted moves to overhaul the sport's governance, he refused to unequivocally say he would definitely stand down. "What I've said is that I don't intend to seek re election," he told FourFourTwo. "The future is unclear..." Lowy said he was making today's announcement to "remove myself from the debate so the stakeholders focus on the core issues at hand." He outlined three possible scenarios for the FFA EGM that will approve or reject the proposed changes to its structure... and he said only one – where the board accepted the proposals – would be the catalyst for him quitting. The other two alternatives - where the current uncertain status quo continued and a third where "stakeholders step back and consider fully the long-term implications of any decision" – seemed to leave the door open for him to remain. He dismissed speculation that he would change his mind and stand if he got the backing of stakeholders as "hypothetical."

OK, so I have just read Lowy's official release on the A League website and the central theme seems to be that he believes the best thing for the game is an independent board running the game like the AFL (yes, he mentions the AFL) Here are some points: 1/ The AFL doesnt own the clubs. The clubs are completely independent entities from the governing body (which is why Collingwood and Carlton were able to have NSL teams) 2/ The AFL doesnt own the WAFL, SANFL, VFL etc... It supports grassroots programs with a few cash injections but they dont own or manage them The AFL is a body set up to govern a single league, hence the name. Every cent that comes into the AFL is spent on the AFL, with the exception of a few kick backs which the AFL can afford given the amount of money it is extorting from governments Therefore, the structure that Lowy stands by and praises as the best way forward is independent league from grassroots, and independent clubs from league, where the league body manages its entire cash flow. This is the system that works for the AFL and one that we must learn from history instead of trying to reinvent it and make the same mistakes I'm confused. Why then are the FFA trying to establish a system of one body controlling the grassroots, national league and the clubs - after it has seen that an independent league body with independent clubs that has a single purpose is the most successful formula in this country (and around the world)? How can somebody 3 years in charge as the chairperson not know this?

Just consider this.
Stephen Lowy has stepped down ...
He is now not part of the conversation... he is gone..
The discussion now should move to whats on offer...
WE need to accept """Yes""" as the answer. Lowy is gone lets not talk about him, victory has been achieved.
Lets now put the same blow torch to the belly of those who would take his place to ensure they also do not become similar to Lowy.

Weasel words. He isnt gone if the recalcitrants veto the CRWG proposal.
The guy is deluded. He said..'we're the only independent thinkers'.......Like it's a virtue. But what does that even mean?........The fact you have skin in the game apparently means you can't think independently to benefit the game?So if you are an ex player, club owner, referee or fan ,it means you shouldn't have a say because you can't think independently?...Clearly ridiculous.
Lowy is confusing independence and conflict of interest. This has been apparent for a long time.Conflict of interest is the problem. You have rules in governance to avoid conflicts of interest. You dont need to be independent. It's a meaningless statement.
Having a congress made up of people who know nothing about football and have no pecunary interest is not a model for success. In business ,if you want to be successful you have management that knows a business inside out and has a direct interest in how it performs, for example ,by way of shares in the business. An independent director for example that has no skin in the game would not care that much and would not know that much other than broadbased metrics.(just like we have now people who are out of touch with what the real football people want). That's why you don't want soley independent board or congress members.

This would be good news if there were reasonable alternatives, but the anti-Lowy forces are just as bad and probably much worse. Any cut to the national team and development funding will be disastrous for the game here, but the greedy franchises and the old soccer farts (apparently in ascendancy again) refuse to see this.
The a-league will always be crummy and insignificant by international standards, with or without a salary cap and pro/rel. The socceroos and matildas are what really matters in Australian football. For all their faults and dictatorial tendencies, at least the Lowys understood this. My main worry is that the new order cuts the national teams adrift just so horrible people like that Griffin clown can increase their revenues. That's the last thing I want. Frankly (Lowyly?), I prefer the status quo.

Because the teams are starved of investment. Investment in players. Investment in infrastructure. That $6 mil in the bank gives the teams a cash flow they sorely need. For bigger loans, bigger investments. FFAs corporate (for-profit) structure is completely fucking wrong, wrong wrong wrong wrong. Correctly labelled a franchise, there are so many many other designs of a business model. FFAs is truley the fucking wrong one. First, seperate the fucking NTs from the A-League. I would say let the government part-fund the NTs. These sleezy Lowy grubs need to get there hands off the cash themselves. A-League should be a self-governing structure with its own leaders. It's own cash, A-League money should never be used for anything else , your starving the clubs and double-barrel shot-gunning the league in both feet.

Any money made can go back into the National Teams. 2) It's an 'Australian' team. Much like our olympic team represents 'Australia' @ olympics. ^ All can be Government run. A-League can be 'A- League' run. Why do we need these FFA idiots.

This will end similar to what has happened with Lucasfilm: George Lucas makes prequels - people hate them and his writing/directing Lucas then gets doubtful over his vision and ability - sells willingly to Disney Disney produces the abominations of Eps: 7 & 8 - fans realise George was actually trying his best, balancing his vision with fan expectations and economic reality. Fans with brains want George back - but it's impossible as he's burned out personally because of his prior treatment Disney continues making garbage films that shit on your childhood You'll all want the Lowy's back one day.
He was a man of specific quirks. He believed that all meals should be earned through physical effort. He also contended, zealously like a drunk with a political point, that the third dimension would not be possible if it werent for the existence of water.

Australian Sports Commission Sports Governance Principles@crimsoncrusoe, Re your post about the independence of the board. Independence of the board is recommended by the Australian Sports Commission for all sports getting funding from the Feds and all other sports. It produced a document called "Sports Governance Principles 2012" and I have copied some of the appropriate points:- Principle 1 Board composition, roles and powers.
1.1 That management powers be formalised, disclosed and placed in a board which has the power to exercise all the powers of the organisation, except those powers that the Act or Constitution requires to be exercised in general meeting.Commentary and guidance The ASC does not endorse a governance structure featuring both a board and another body, whereby this other body (usually called a council) assumes some board functions. The nature of matters reserved to the board and delegated to management will necessarily depend on the size and complexity of the organisation, and be influenced by its tradition and culture and the skills of directors and managers. 1.2 That national sporting organisations be incorporated as a company limited by guarantee under the Corporations Act 2001 (Cth).
Commentary and guidance It must also be noted that, regardless of the Act (Corporations or Associations) under which the organisation is incorporated, if a national sporting organisation carries on business in a state other than that in which it is incorporated, it is required to be registered under the Corporations Act as a registrable Australian body. ...
1.3 That the incorporated body has a constitution, which embodies the following key sections:- interpretation — objects and powers
- members — membership and meetings of members (general meetings)
- the board — powers (including delegations), election and appointment of directors, other roles (chief executive officer and secretary) and meetings of the board
- reporting, recording and execution of company documents
- accounts
- auditors
- indemnity and insurance of directors
- winding up.
...
1.4 That the members of an organisation should elect the majority of the board of directors. In addition, any issue on which a vote is taken, whether at a board or general meeting, should require a majority of votes for any proposal to be passed.
Commentary and guidance Each sporting organisation should detail how people and/or organisations may become the members of them. The constitution of the incorporated body will state the voting power of each member in this regard. The ASC advocates that a ‘one state one vote’ voting system be applied to federated sporting structures. While a proportional voting system is an option, it is not recommended. Large member bodies should never be able to dominate the direction of an organisation.
... 1.5 That the governance structure should feature a clear separation of powers and responsibilities between the board and the chief executive officer and their staff.
Commentary and guidance This clarity of powers and responsibilities must also apply to the various board and management committees. It follows the principle that ‘directors direct, and managers manage’. The governance structure should also recognise that individual directors, the chief executive officer (or similar), their staff, board committees and management meetings hold no authority to act on behalf of the organisation by virtue of their position alone. All authority rests with the board, which may delegate authority to any person or committee. Each such delegation should be clearly documented in a delegations manual or similar. Normally there will be significant delegations to the chief executive officer. In their capacity as directors, directors have no individual authority to participate in the day-to-day management of the entity, unless authority is explicitly delegated by the board.
1.6 That the chairman/president should be selected by the board.
Commentary and guidance While some sporting organisations may decide to refer to their chairman as their president, the role should be the same. The chairman is the chairman of the board, not the chairman of the organisation. The leader of the organisation is the board itself, which acts collectively in the best interests of the organisation as a whole to govern on behalf of the members. They appoint and work closely with the chief executive officer, who manages the operations of the organisation and, in most instances, acts as the organisation’s public figurehead. The chairman facilitates discussion among, and provides leadership to, the board. As the first among equals, it is important that the chairman have the respect and confidence of their fellow directors. As such the board should select their own leader.1.7 That the board should:- confirm the broad strategic directions of the organisation
- appoint, dismiss, direct, support professional development for, evaluate the performance and determine the remuneration of, the chief executive officer
- approve, monitor and be accountable for the financial and non-financial performance of the organisation, including setting fees
- ensure an effective system of internal controls exists and is operating as expected, and that policies on key issues are in place and appropriate and that these can be applied effectively and legally to those participants or persons for whom they are intended
- develop a clearly articulated and effective grievance procedure
- ensure financial and non-financial risks are appropriately identified and managed
- ensure the organisation complies with all relevant laws, codes of conduct and appropriate standards of behaviour
- provide an avenue for key stakeholder input into the strategic direction of the organisation
- ensure director, board and chairman performance evaluation and professional development occurs regularly.
Commentary and guidanceThe board’s primary responsibility is one of trusteeship on behalf of its stakeholders, ensuring that the legal entity, the organisation, remains viable and effective in the present and for the future. The board’s role includes determining the organisation’s strategic direction, core values and ethical framework, as well as key objectives and performance measures. A key critical component of this role is the board’s ultimate authority and responsibility for financial operations and budgeting to ensure the achievement of strategic objectives. Another key role is developing appropriate policy. There should be two levels of policy making; board level policy and operational policy. ...
1.8 That each board should be structured to reflect the complex operating environment facing the modern sporting organisation. Normally, it is envisaged that a board will: ...
- have all directors being independent, regardless of whether they are elected or appointed
...
- be broadly reflective of the organisation’s key stakeholders, but not at the expense of the board’s skills mix and the organisation’s objectives.
Commentary and guidance The number of directors on a board should reflect the size and level of activity of the organisation. As such, the ASC advocates a board with the necessary skills to carry out its governance role rather than a representative board. Independent directors are those that are not appointed to represent any constituent body, are not employed by or have a significant business relationship with the organisation, do not hold any other material office within the organisational structure and have no material conflict of interest as a result of being appointed director. In relation to traditional federal sporting structures, the holding of state-level positions would be seen to be a material conflict of interest if held at the same time as national-level positions. ...
1.9 That national sporting organisations and their member bodies have aligned objects and purpose to ensure effective and efficient achievement of sport outcomes.
Commentary and guidance To achieve effective outcomes for the sport it is essential, particularly in a federated model, that national and member bodies have aligned objects and purpose. It is critical that member bodies within a sport operate as if they were one body working towards the same outcome to deliver effective products and services to its members and stakeholders. Member bodies should have aligned constitutions with aligned objects. The sport should have a single strategic plan that drives the overarching objectives, which are delivered consistently and effectively by the member bodies. The sport’s strategic plan should form the basis of all local implementation outcomes and be developed with input and agreement from all stakeholders.
... 1.11 That the board outline the role of individual directors/board members, including(at a minimum):- the fiduciary duty of directors to act in the interests of the members as a whole and not to represent individual constituents. Thus, once elected, the board should have the ability to operate independently in the interests of the organisation as a whole, free from undue influence
- the legal duties of individual directors, including the requirement of directors to:
- – act in good faith and for a proper purpose
- – exercise due care and diligence
- – ensure the organisation does not continue to carry on its business while insolvent
- – meet the requirements of various other federal and state laws that directly impact on the organisation
...Commentary and guidance ... In relation to a directors conflict of interest, a director should not hold any official position at state, regional or club level, or corresponding administrative position, that provides a material conflict of interest which is actual or perceived... 1.12 That the roles of key positions in the governance system are documented and understood.
... 1.13 That the chief executive officer will not normally be a director of the board. This enables and supports a clear separation of power between the board and management.Commentary and guidance The ASC suggests it is good practice to ensure that a distinction between management and board membership occurs and that the chief executive officer of the organisation should not necessarily be a member of the board. However, in this circumstance it is also good practice to ensure the chief executive officer is aware of, and present at, board meetings to provide information and advice to the board on the operations of the organisation and to understand the direction provided by the board. ... Thats a "brief" summary of a small part of the ASC document but it helps understand what they mean by an independent board and why they think it is necessary.

Board independence is not new nor restricted to Australian sporting organisations, it’s a very common business practice and why it’s become such an issue in this debate is hilarious. We look like a friggin third world country over this.
The independence question is also balanced by the requirement directors “be broadly reflective of the organisation’s key stakeholders, but not at the expense of the board’s skills mix and the organisation’s objectives” ... this is central to the current stand off. Are the Directors “broadly reflective”? Many stakeholders say they’re not.
And how Frank Lowy can be a shareholder of SFC and Director at the FFA is a mystery; arguably Steven is not independent either given the nature of the Lowy family interests - but that’s now the world we live in, rich and powerful people saying one thing and doing another.

The one big problem with Lowy wasn't his stance on any of the issues of the game. A lot of the time I got the strong impression he was following the lead of some of the state bodies on some of this stuff. The big issue was he didn't ever comprehend how bad the governing structure of the game was and how insulated he and the board had become from the actual stakeholders of the game. Every single time he makes a statement about this he repeats the same line, the FFA needs to hold the line and remain an 'independent' body not based on self interest.
This whole concept is flawed. The current state controlled board isn't just independent, its unaccountable. It doesn't reflect the views of the stakeholders in the states its meant to represent, the players, fans, clubs etc. It just represents the various layers of bureaucracy around the game. So we end up with a situation where various members of the bureaucracy vote for each others motions, support each other, and the actual clubs players parents fans etc are left unheard. That is definitely 'independent'... its also a disaster. The idea of actual stakeholders getting even minor amounts of power over the game is seen as a disaster by these people. They honestly believe that independent unaccountable bureaucrats forming political blocks with each other is the way the game should be run.
I don't believe the conspiracy theories regarding the Lowys (mostly), it is just this insane attitude to leadership that makes him leaving so important. I gave an out-loud cheer when I saw this headline.

Bonita Mersiades has been inside the machine that is FFA and would have a bloody good idea as to what actually happens and why . She also had a lot of contact with Frank and Buckley at the time the World Cup bidding was happening . Her comments about Steven wanting to hang in as Chairman until November this year are interesting . As November this year also coincides with when the Lowys are off the hook with regards to having to provide financial records in the event of any investigation into Franks handling of moneys in that bid . (there is a 7 year statute of limitations where you must keep financial records...according to Mersiades)

And people were criticizing me and others on this forum after we said that Lowy is trying to hold onto power due to some dodgy dealings behind the scenes and wont show his books... "Some sources suggest that the reason Lowy is so desperate to remain in charge until the end of November relates back to the tainted bid for the 2022 World Cup. ASIC regulations require corporations, including those limited by guarantee, to maintain all financial records for seven years after financial statements are lodged. The seven years is up for 2010-11, the final year of grant monies from the federal government, in November 2018. " http://footballtoday.news/features/steven-lowys-resignation-what-does-it-mean

Mean while ARU have a better/shorter TV deal, better TV ratings and better live gate for Wallabies Vs Socceroos. 66,318 fans at the Olympic stadium for Bledisloe Cup Vs 40k then sub 50k for Socceroo play off games. Ireland vs Wallabies outrated Socceroos v Cheq and Hungary games via TV ratings.
I can see the ARU taking full advantage of this FFA mess and putting football well and truly behind them.

@ nomates
lol, maybe this is why so many people want Nix out, you (and Nix) are so detatched from Australia you don’t actually know what the fuck you’re talking about and therefore can’t contribute meaningfully to an adult conversation?
Rugby Australia is a complete shambles after the botched closure of Force, participation rates are in free fall and none-existent in some areas, crowds in Super Rugby were awful again this season, and viewing no better for SR games than HAL and for Australian teams vs NZ/SA teams viewing was way worse than HAL and often sub-40k.
And 63,000 there last night? That’s 10-15,000 below what they’d want. Bledisloe 1 should sell out the stadium. I’d also doubt there were actually 63,000 there ... it’s become common in Australia to up attendances (in all codes) and our dumb ass journalists don’t bother to question it.
My three main sports are Soccer, Rugby and Cricket with all three codes in administrative crisis fur different reafons this year. Rugby is the code at most risk, it’s sliding towards irrelevance as a sporting code and the pressure on RA is huge with a CEO under pressure, division in the game, and political infighting rife and all their major franchises are in debt (QLD Reds make Roar look good).
If there’s one hope in Rugby it’s st traditional club rugby level. But guess what, RA doesn’t want a bar of the Shute Shield being successful and competing with their plastic franchises (sound familiar?).
Meanwhile ASIC has been investigating its franchises, players in twitter are a pr disaster and a series of serious schoolboy neck injuries (5 in the last month?) has junior participation in crisis.
It’s in a real mess.
Soccer meanwhile can sort it’s shit out and move forward. Rugby unfortunately is in a continuing death spiral and is now in competition with Netball and Basketball to be the 4th/5th/6th code in the country ... don’t hold your breath on pro rugby surviving another decade.

Gyfox,Thanks for that.
Independence of the board and stakeholders is a seperate issue to what Lowy is talking about. Absolutely the board and stakeholders should not be connected in anyway which would lead to a conflict of interest.
As I have said ,this is where Lowy is clouding the issue. He is arguing that the stakeholders need to be independent .That is total bs. Stakeholders do not and should not be independent. They should all have skin in the game. They should all have an interest in football.(Although you could invite total outsiders in as well to gain a different perspective to issues.)
Independence for the board is obvious for a democratic board. But independence doesn't mean being dumb about football. For example.Bozza could be a board member(if he has no duties with any of the stakeholders).Archie Fraser could be so could as well ,given the same conditions. If Bozza for example is a member of a board of a foootball club ,then he has a conflict of interest and is not independent.
The important thing for independence is to not have a conflict of interest. That is independence!
That is why Lowy is not and never has been independent. His father has a connection with SFC and Hakoa and probably other connections which we can all speculate about, based on a long history with the game. Then you have board members who could have a connection with Lowy. His bleatings about independence are hollow. He says he is an independent thinker and others are not.But he is on the board and needs to be independent and is clearly not.

Rugby is a pretty bad joke in this country, to be fair. it seems that Australia and New Zealand have taken different paths in what professional sports they want to excel at. Australia wants to be good at Football and New Zealand wants to be king in Rugby and the results shows.

Unless FIFA ignored the recommendations of the committee they set up, and has delivered what they asked for This is how FIFA operate at the moment With minutes left, Nigeria avoids international
soccer banLAGOS/ABUJA (Reuters) - Nigeria narrowly avoided being kicked out of international soccer on Monday when it recognised the FIFA-approved head of its national federation, minutes before a ban for its failure to do so was due to take effect. Updated The sport's global body had said that, in response to state meddling in the running of the Nigerian Football Federation (NFF), it would suspend the country from international matches at 1100 GMT, thereby excluding the side from next month's African Nations Cup qualifiers. FIFA said it had received confirmation that its recognised leadership team under Amaju Pinnick had been "given back effective control of the NFF and its offices". "The suspension of the NFF will not take effect," it said in a statement more than three hours after the deadline passed. Pinnick, elected NFF head in 2014, was in a stand-off with Chris Giwa, who had appealed against the election result and, after a protracted legal battle, won a favourable high court ruling in June. Giwa was handed a five-year ban by FIFA for breaches of NFF statutes and the FIFA code of ethics in February 2017. In a tweet posted at 1038 GMT, a spokesman for Vice President Yemi Osinbajo said Nigeria had "already conveyed to FIFA its firm position recognising Amaju Pinnick-led NFF as the current & only NFF Exco (executive committee)." The government would work with all stakeholders "to resolve (the) dispute in a timely manner," he added. Giwa previously appeared to have the backing of the government. He was included by Sports Minister Solomon Dalung on a proposed list of delegates to meet FIFA president Gianni Infantino in Zurich last week – an approach that FIFA rejected. FIFA, which does not accept third party involvement in its member federations, and had given Nigeria a final warning on 14 Aug to ratify Pinnick's leadership. In its statement, FIFA said it "will continue to closely monitor the situation in order to ensure that FIFA's rules and regulations are fully adhered to." Nigeria are due to play a qualifier for the 2019 African Nations Cup in the Seychelles on Sept. 8.

@ WSF
If it doesn’t get through I think we’re all expecting FIFA to step in but given this is a highly political situation I wouldn’t be surprised at any outcome from normalisation to suspension to the ffa being granted some more time to fudge a compromise. We’ll only know when we know I guess, but what most people seem to believe is in the event of it falling to get enough votes we should see a normalisation committee appointed.
