The megaquake 2 years ago is believed to be second coming of Jogan quake in 869.
This megaquake 1,000 years ago was followed by big one in current Tokyo metropolitan area 9 years later.
Then, followed by likes of Tonankai megaquake 18 years later after Jogan quake 869.

Next big one may hit Tokyo in around 7 years.
Then real monster may hit central/south pacific coast in 16 years.
Megaquake 2 years ago is pulling the rest of the land plate toward the pascific, while sea plate keep on sliding below the land plate.
Nobody know how much unseen big asperity is strained right now...

You are right, nobody can't forecast it with certainty.
But I believe it, though it may miss.

Point is they regard the last monster as second coming of Jogan quake 1,000 years ago.(tsunami trace's' in stratum tell it is 1,000 years frequency monster nesting in this area) Tsunami trail found in the stratum of Jogan quake and the last big tsunami are incredibly similar in size and affected area. That is why they expect big one will hit Tokyo metropolitan area followed by real monster striking south/central coast of Japan, as it did 1,000 years ago.

Regarding GPS data tracking, they see stresses and signs of big one in off shore Tokyo, central/south pacific off coast and pacific off coast of Hokkaido.(pushed to west for years and probably waiting for big slide toward east) The one off coast Tokyo looks milder than the other two.

But it has never been real and looks imminent...
