Logistically this would be a nightmare. Qatar would have to come up with a massive infrastructure plan to compensate millions of tourists and hundreds of thousands fans coming to watch the games and ceremonies. This would need to be included in the Bid, a more Central location in Asia would be more feasable, however looks like England is definitely a go.
